Alckmin reajusta salário de policiais

Na tentativa de conter a crescente insatisfação das polícias e dos agentes penitenciários, o governador de São Paulo, Geraldo Alckmin (PSDB), lançou ontem um pacote para reajustar os salários em 27,7%, até 2012, e mudar as estruturas de carreira. As medidas acalmaram militares, mas desagradaram civis. Os primeiros querem que o aumento seja retroativo a março, e não a julho. Os civis exigem mais dinheiro e cogitam entrar em greve.
A ideia do governo é enviar, no próximo mês, um projeto de lei à Assembleia Legislativa que reajusta em 15% os salários das três polícias: Militar, Civil e Científica. O restante ficaria para agosto do ano que vem. Serão beneficiados tantos servidores da ativa como aposentados e pensionistas.
Alckmin justificou que o objetivo é reconhecer o “bom trabalho” efetuado pelas polícias e estimulá-las. “Não é o devido, mas esse é o máximo que a gente pode fazer”, ponderou. O último aumento para as polícias, de 13%, havia sido concedido em duas etapas, entre 2008 e 2009.
“De lá para cá, não houve mais. Havia uma insatisfação muito grande”, afirmou o comandante-geral da PM, coronel Álvaro Camilo. “Havia essa necessidade urgente”, observou o superintendente da Polícia Técnico-Científica, Celso Perioli.
O presidente da Associação de Cabos e Soldados da Polícia Militar de São Paulo, cabo Wilson Morais, considerou que a proposta ainda não é ideal. “Não é o que esperamos, mas é um bom sinal.” Ele pretende agora convencer os deputados a fazer com que o aumento seja retroativo a março.
Os representantes dos delegados reclamaram do índice. “Isso não é aumento. É esdrúxulo”, disparou a presidente da Associação dos Delegados de Polícia de São Paulo, Marilda Aparecida Pansonato. “A única coisa que o governo quer é sair do ranking de pior salário do País”, acrescentou o presidente do Sindicato dos Delegados de São Paulo, George Melão. Os delegados se reunirão hoje, em assembleia, para discutir o projeto apresentado.
Caso seja aprovado pelos deputados, o projeto aumentará a folha salarial das Secretarias da Segurança Pública e Administração Penitenciária em R$ 1,1 bilhão neste ano e em mais R$ 1 bilhão em 2012. “Por enquanto, não há nenhum comprometimento (do orçamento). Mas em 2012 será necessária outra avaliação, para ver se vamos conseguir fazer sem comprometer o investimento”, ressaltou o secretário de Gestão Pública, Julio Semeghini.
O projeto altera, ainda, as promoções dentro das polícias. A estrutura de carreira da Civil passará a contar com três classes, uma a menos, e serão criados mais postos de delegado especial, o topo da carreira. Na PM, tenentes, majores e coronéis terão incentivo especial para se aposentarem por tempo de serviço.

Realmente o governador não está cumprindo o que prometeu. A polícia de SP é a polícia mais bem preparada para defender a comunidade, porém os policiais estão muito desmotivados. O governador deveria reestruturar a polícia, principalmente a PM, diminuindo as contratações e acabar com o quadro de policiais temporários e esse seria o primeiro passo para melhorar o pagamento dos policiais.
